Unlock 5.0 Reopening of Institutions Extended Till after November 30

The reopening of institutions and other areas under the guidelines for Unlock 5.0 that was issued on September 30 has been extended by the MInistry of Home Affairs (MHA). The extension has been made till November 30, 2020.  Strict lockdown in containment zones shall continue till the end of November.

However, there will be no restriction on inter- state and intra-state travel of either people or goods and there will be no requirement of separate permission or e-permit for the same.

The guidelines according to the new rule is as follows: 

Outside containment zones

  • With upto 50% of its seating capacity, cinemas, theatres and multiplexes are allowed to reopen following the Standard Operating Procedures(SOP)s prescribed by the Ministry of Information & Broadcasting. 
  • The Ministry of Health & Family Welfare shall prescribe SOPs for restarting the functioning of entertainment parks and similar areas and they can reopen after the aforementioned date.
  • The Department of Commerce will issue SOPs for Business to Business (B2B) Exhibitions which are permitted to reopen. 
  • Sportspersons who are training can avail swimming pool facilities. 

Educational Institutions 

  • Online mode of education will be preferred even if institutions decide to reopen. If a student prefers to continue education in the online medium over physically attending classes, it shall be permitted. 
  • Students can attend classes only if they have written parental consent and attendance shall not be enforced.
  • Each state or Union territories shall have their own regulations and SOPs regarding health and safety precautions. This shall be issued by the Department of School Education and Literacy (DoSEL), Ministry of Education, Government of India.
  • All mandatory SOPs of the Education Departments should be followed by institutions. 

Gatherings 

  • Closed spaces can have upto 50% of its seating capacity and a maximum of 200 persons. All persons must wear face masks, be socially distanced, use precautions like sanitizers. Thermal scanning and hand wash facilities must also be available. 
  • In open spaces as well, precautions must be taken.
