The tradition of presenting garland, shawls, flower bouquets, and mementos at government events was outlawed by the Karnataka Chief Minister on 3 August, calling it an “unnecessary expense.” Kannada literature might be supplied instead, as per a government directive. On the orders of the Chief Minister, the Chief Secretary issued a circular to that effect. Earlier in the day, the Chief Minister held a meeting of top police officers who declined to receive a flower arrangement, stating that the tradition of distributing garland, shawls, and bouquets in the name of the protocol should be discontinued since it is an unnecessary expense.
Following this, the Chief Secretary issued a circular instructing the state government and government-run organizations not to present garland, shawls, flower bouquets, fruit baskets, or memorabilia during meetings and events. The directives have been sent to all department heads and government undertakings. Recently, the newly sworn-in Energy and Kannada & Culture Minister requested Kannada books instead of garlands and gifts from people who came to meet him, which he would present to a library in his Karkala constituency.
